Is there
  irreconcilable conflict?

Sometimes organisations have unresolved conflicts at the heart of what they are trying to do. This is bad news for creativity and you often find it in national museums.

The designers want to do what they are best at: simplify and communicate. Curators want to curate. And that means telling the whole story with nothing left out, often in a politically correct way. If neither group has a clear mandate, the result is uncreative paralysis.

Of course, resolving the deeper conflict is a huge job that no one wants to do especially
on a public sector salary, so the only thing that's created are ulcers.
